Holding Events in the Park
Here is some guidance to get you started on planning an event in the park (admittedly, it can be a bit confusing). Things change and if any of the information here conflicts with the official city website, please defer to what you find on the toronto.ca website.
A few topline suggestions
- Check the city’s website for the latest COVID-19 protocol for outdoor events
- Talk to a city Permit Officer if you are unsure what category your planned event falls – they are extremely helpful
- Apply early; it can take 6-8 weeks for a permit to be approved
- Download the map of St. James Park (on left) to plan your event (permit applications require detailed event setup map). The map identifies the location of the park’s performance spaces, waste and recycling bins, electrical outlets, bottle filler station, and bicycle parking, among other things.
No permit needed
Generally, you do not need a permit for an event if:
- There are less than 25 people attending
- It is a private gathering of friends and family
- No sound amplification is planned (speakers, megaphone)
- You do not use a structure like a tent or inflatable games
*Please note balloons are not allowed in parks
Permit needed

Special event permit
An event is considered a special event if:
- It is open to the public
- You will be selling or serving food or alcohol
- You are using sound amplification (speakers, megaphone)
- The event requires the construction/installation of tents or stages

You will need to complete several forms including a Waste Management Plan, Noise Exemption, and Toronto Public Health forms if serving food. Links to all of the forms are included in the Park Permit Application itself.
You also need to be a non-profit (and non-promotional) organization, or you must partner with one. Contact FSJP if you need help securing a partner non-profit organization.
