Most non-emergency issues you might encounter in the park can be reported to 311 Toronto or the non-emergency police number.
Generally speaking:
- Contact 311 for ALL issues you encounter in the park EXCEPT for behavioural related issues under the police jurisdiction like violence (fighting), drinking, drug use, aggressive intoxicated behaviour and luring. These events should be reported to the non-emergency police services at 416.808.2222

If an issue bothers you enough that you find yourself complaining about it to neighbours, you are encouraged to report it. The city uses stats from 311 reports to ascertain the prevalence of an issue and whether to assign resources (like additional oversight by a bylaw officer), and therefore these types of incidents should be reported. 311 will assign a reference number to your request and forward it to the appropriate department.
